Moses comes down, and he's shocked to see them worshipping an idol. They thought they had lost moses right up. He'd been up there forty days ad i where moses thought he lost him. So feared they lost their god in the exodus. And when he got back down, he had been gone long enough that they decided they needed to have somebody build them a god to follow.
