In europe, when a sort of antieta basicly new policy where smoking inside was no longer allowed, but it wasn't actually enforced, at least not that much. And so in that sense, what policy can also interact with norms. For instance, the norm isready not to smoke, but at the same time, people misperceive that norm. If then there's a new policy, then sudden people can feel a legitimize to basely protect a new norm, or orti to a push for a new army.
