The Emergency State

The emergency state is what happens to the state when it reorganizes itself to fight an external threat. It doesn't need to be a virus, it could be a war or economic shock and natural disaster. But in an emergency state you have to concentrate power for a while because you have to make decisions very quickly and ruthlessly. This comes with downsides which such as there's inevitably corruption if too much power focused into small number of people.
