How Can Universities Make Progress in Recognizing Intellectually Curious Students?

In order to help people be curious and value curiosity, it would be important to de-emphasize achievement in educational settings. One way of increasing that is to create greater choices for the students. In the UK we are proposing right now to cut degree programs that do not translate into high salary. The thing with increasing curiosity in education is that I think Britain is moving pretty much in the opposite direction right now.
