Is There a State That Does Better in English Learning?
One of the big challenges in this work is that the way schools and the way districts think about these students is not in the way I think about them. They don't think about them as immigrant students, they're entirely classified as English learners. So our data is really less than optimal, right? And the immigrant origin student numbers do not template on English learner numbers. The best we can do is say what states are doing better in English learning. None are doing particularly well, sadly.
