Greeks are like one people in a sense. Shared history and myth and gods and religion, but they're their own independent cities for the most part sometimes dominated by someone else. They really have their own civic identity and so they have competing interests And so the Greeks get really good at kind of Looking back at history and trying to Circumvent the other city's view of things. I think you see this in evidence even in the iliad where you expect so it's a Greek tale about a Greek victory over the Trojans and Homer's not really a partisan. He just wants to celebrate heroes and wherever he sees it.
