Scientific publishing is such a racket, it's a system where people who do virtually all of the work don't get paid for it. The response to that potential issue is literally as simple as set a price point and just make sure they did a good job. If you find someone who's taking on a ton of reviews and doing an awful job, you just flag em in the system and say, don't send them papers any more. And then this dude named robert maxwell had already made a shit load of money in magazine publishing when he started peer-reviewing his own paper.
