GitHub Activity generates a simple Markdown changelog based on issues and PRs, not commits. Some of these tools will aggregate your pull requests to be the changelogs. It's still the issue is still that when you write a pull request, what you're writing about mostly is something that your reviewer needs to read. You're really addressing your collaborators rather than your users.
