The dog at first views the click as neutral, like the dog doesn't care one way or another about the click. The idea is that the good thing about the click is you can time it very precisely. However, the trainers at least that I follow say you should always give the food afterwards because the click can also lose its value. But you could use the click as sort of intermediate rewards before the final reward, right? Well, temporarily, yes.
