Is the Political System in China Allowing for Reforms?

There's no doubt that nobody wants full-scale decoupling from China. The entire global economy depends on them. If China can't get access to these chips or the machines to make them, its entire economy is going to fall into laggard status because it won't be able to compete at the technological cutting edge. But so far, I haven't heard any response to the point that the political system in China does not allow for these types of reforms. Xi Jinping has made it his mantra to avoid a Soviet-style collapse. His policy is essentially the anti-Gorbachev policy. Whatever Gorbachev did, they are going to do the opposite.
