Is Homogonization a Good Thing in Anti-Discrimination?

The census bureau has workd extremely hard to address the concerns that are expressed. Small aria data, by necessity, will only involve small numbers of people. Homogonization really has significant impact when you're trying to do anti discrimination work. Gives you the sense that you've got coherence when you don't necessarily have coherence.
