I don't know if it's the culture of the US to actually rather enforce than regulate. I, there are many speculations why it is like this. There is a fight between the institutions which of the institutions shall be responsible for what the SEC has to enforce. It shows clearly that it is a dilemma, you know, they it's not clear the situation. Again, another reason why it should be clarified by either a policy paper or a regulation.
