Guy Rucho: Misha points to New York as an example of clear standards for evaluating gerrymandering in the state constitution. He says there's got to be some type of a limit, and his answer would be maybe that ought to come from Congress. "In many respects what the state courts are doing is very much analogous to what the US Supreme Court has done ever since the one person, one vote cases," he said.
