There are two levels of the consensus stack: machine and social. Social layer is more deterministic in terms of how versioning happens. But if you try to basically codefy this socialensus within the machine one, then you risk jeopardizing 90% of the richness of the social layer. And so eroding some sum of the sovereignty of thesocial layer can lead to a prutocracy where only the wealthy have power.
