Union Carbide never told anyone what to do in the event of a leak. Instead, they lied and told doctors that the gas was a mere irritant. Doctors didn't know what else to do because UCIL wasn't providing information about the gas itself or any kind of antidote. Those who tried to escape found no trains entering or leaving the station.
