The court's institutional power depends to a very large extent on the willingness of the public Through its representatives and just the public even apart from the Representatives to regard its decisions as legitimate. A court has this natural restraint on it, which is that it can never go too far beyond public opinion or the opinion of the most powerful elites of the time.
