He says Bush passed the No Child Left Behind Act, which introduced what education historian Diane Ravitch calls a punitive regime of standardized testing on schools. Bennett: Obama's Education Secretary Arnie Duncan immediately sought to eliminate caps on the number of charter schools. The timing could not have been worse as states were losing tax revenues at alarming rates, he writes.
