The replacement transaction pays an absolute fee of at least the sum of the original transactions. It also has to increase the fee rate by the minimum relay fee. If a mempool is full, then the minimum relayfee is going to be higher. Yeah, there are probably very little, if any sort of real world examples where an RBF transaction would have a lower fee.
