Exiles from babylon are allowed to return to judah. They enforce strict monotheism and strict ethical teachings. This comes into jewish thinking probably partly from zoroastrianism. Not everyone in judah ne arily likes this, but it does, with time, take hold. And you have a series of different parties oror sects,. contending with one another for influence and for lowers all through the second temple period.
