The seven banks have been notified. I think they have ten days to sort of get ready. So it's not like some guy at a bank is going to all of a sudden not be able to access it. The people who might be surprised are would be people living in russia. Big money always finds a way. And its allies are going after wealthy oligarchs and such, but just like you said, they have money stash all around the world.
