Is There a Line in Patrick Henry's Speech Against the Constitution?

There's a great Patrick Henry speech from after the American Revolution. He says, if we create this new, more powerful central government, we are going to become an empire. The Constitution was a centralizing document relative to what came before. It would make us less defensible in terms of deterring aggressors and looking for trouble beyond our shores.
