Is Metathesis a Synchronic Process?

In some of the derived verb forms of the Semitic languages, you do get metathesis. Spanish does seem to confuse R and L quite a lot. Standard English writing does not reflect the phonological processes that are going on. Sometimes people trying to speak very formally end up reversing some of these processes by way of spelling pronunciation.
