The Importance of Interpretation in Tongues

The Bible doesn't say that it's for evangelism. It says that they were extolling the oracles of God, not preaching faith and repentance. If I declare God's wonders in a tongue, which is all throughout the song, declare his wonders among the nation. That's how I understand it. You can't so definitively say that they're earthly languages. Therefore, you're going to be open, but cautious.
