What's the Black Voting Age Population?

The Supreme Court has never really said conclusively who counts as black when it comes to these matters. But in 2003, there was this other redistricting lawsuit. The first is number 0212 Georgia versus Ashcroft. Sandra Day O'Connor was a justice on the court at the time. And she announced the ruling out of Georgia that hinged in part on this calculation.
