The Division of the Rulers and the Ruled

There are two classes of people, the rulers and the ruled. The division is evitable because when you're making public policy for a large group of people it's going to be an elete few. propaganda is a mechanism that encourages citizens to think they should serve the interests of their governments. So how does the ruling class maintain their grip in light of this enlightenment idea governments should be serving their citizens?
