Chips, High Tech - Is Russia a Major Exporter to Russia?

Russia has been looking to replace expensive German and US chips with cheaper options. China is now like the huge, I mean, it's huge seller. Turkey came in as well. The West totally controls those chips. If the West cuts it off from the highest quality, most complicated chips, Russia cannot replace them. There's nowhere it can go.
