The Local Government Debt Conundrum
The local governments are heavily indebted. The central government has only about 50% of the fiscal revenues, and they're responsible for over 80, 85% of the local spending. So I don't think this is really a sort of bankruptcy problem because I do believe the central government definitely has to will and also the means,. right, to help the local governments.
