Is There a Lever in the Auction?

Currently there's multiple agarims that are employed in the setting. It is bid the main lever or other variables that these systems have to consider. For example, the clicter rate is taken into consideration and the quality of the ads. But atleast what i focus on as a theorist, as an economist, is the bidding part. So there's some amount of trade off here.
