Before welfare, not everyone was an able bodied and prosperous worker. The people who were trying to hang on weren't as visible as a category. They would have been very easy for the average working person to ignore. Then when welfare began, the system made these people visible. And once they were visible, they were labelled,. not as people who needed help, but as people who didn't want to work any more.
