Carthage was one of the cultures that Rome flattened to make itself dominant. The typical Carthaginian navy move seems to have been this guy is a trade rival he's not part of our cartel ram him sink the ship or just if there's anything good on there take it and then ram the ship send it to the bottom. They were thinking about future trade they're quite willing to cut throats in favor of future trade but they didn't enjoy it for its own sake in quite the same way.
