Government Can Do Great Things
The only solution is to create a clear authority structure where there's preemption of state and local law. The old, SRO housing that we made illegal could be turned into homes for the homeless at $700,000 per unit. We've created a system that has 200 million words of binding federal law and regulation - probably about 2 billion words. So you have to clean that out if we want to fix problems. No law, not even not regulation, not even courts. People have to make choices.
