I believe you as a concluding thought that there are also different ways of framing the topic. It might be helpful to look more generally at the limits between compensation under secondary rules and compensation elsewhere. And finally, perhaps some of really the harder, bigger normative questions regarding responsibility for historical wrongs. So I'm not leaving you as an answer. I think I'm more leaving you as a question of many possible directions that the international legal process may take.
