Aren't There Inherent Risks for China?

A year ago, everyone was saying that china is going to overtake the us. Economically, possibly has already done so. But crucially, people were arguing that they were also going to take a leadership role. Are these recent steps not undermining this potential fort for china? We have to assume that this is something that the chinese government considered. It's an interesting counterpoint to the way that the gital economy really developed here in the west.
