Motions and Lemony - It's in the Bag.
David Gergen: The end of the filibuster meant that you walk into these hearings and if your party is in power, you're kind of chill. But except because of the motions and lemony thing, I know, for example, in the Trump administration, judicial prep went into like high gear. There was never another situation like that. It's about as David sort of was hinting at excluding evidence from being presented to the jury.
