The Cobra Effect

Cobra effect is a term coined by an economist named Horse Sebert. It's based on this story of what happened in India during the British Raj. The British government was worried about a pervasive cobras running through Delhi. Instead of people just going out and hunting cobras to try to solve the problem, they started breeding them.
