Introduction

There's no state budget yet, though the fiscal year started on April 1st. Democratic Governor Kathy Hochl is negotiating her second budget as governor and her first since winning a term of her own in the election this past fall. One of the big question marks in Albany under a new era that really began in 2019 is how much power together the two democratic majorities of the legislature are wielding against the governor.
