What Is the Original Intent of These Civil Rights Enactments

The first civil rights enactment was not written then by accident. It was written to combat the black codes that were being passed by the post civil war bourbon regimes an order to, as closely as they could, re enslave black people. There's a kind of avant guard against originalism and what if we just use the public meaning now?
