The Origins of the Russian Information Leaks
Some of the reports that we see and the information in the leaks is from multiple intelligence producers, agencies. CIA as an all source intelligence agency will in turn draw on the work of other intelligence agencies to then compile some of these serial reports. There's a system to essentially reverse engineering the serial number that I only partly understand. But it's also important to appreciate the limits here when it says SIGINT derived,. both CIA and NSA and I suspect other intelligence agencies as well have SIGINT capabilities.
