The standard libertarian view is this, a strong presumption against government doing any keeping imigrants from coming to your country. So it's presumptively something the government should not do. What business does government have to say that you can't do it? There is a line of dissotant libertarian thought saying, no, no. You are not allowed to go and invite people into my house without my permission. Therefore you shouldn't be allowed to invite youners to the country without the country's permission.
