How Would You Define Federalism?

Mandela asked you how you would define federalism. Mandela was a super early riser like four or four or thirty. And I said to him the way I saw federalism in the South African context was that these provinces would be like American states. Each of whom have two senators, each of whom have independence within the constraints of the federal constitution to make decisions for themselves. That's eventually what did happen.
