The United States can control whether or not deep vision does this work, but we can't stop the rest of the world from doing it. Based on what you told me about the level of experts and budget that it would require, 's probably not a lot of actors out there who could do this. There's obviously no economic incentive for any private actors to do it. But nothing stopping china, for instance, from doing this work. And wouldn't it be bad for china to do this work under the cloak of darkness?
