Bush thought it was worth risking his political career, the presidency, to balance the budget. The next guy, Bill Clinton, also tried to balance thebudget and he succeeded. By 1998, the federal government was once again running a budget surplus. But then something happened which knocked America off course from fiscal stability never again to return.
