CCI has usually taken a hands-off approach to regulating tech platforms. It's not been very effective at connecting the penalties that it has imposed, says Ravi Agrawal. Some of these stats show that CCI has imposed a cumulative penalty of $1.3 billion but has recovered less than 1% of this total amount. So what does this change in stance of the CCI?
