Democracy is about living with people you disagree with. And so the instability problem is that if you get too many people who don't like democracy, then in a democracy, they can end it. There's almost no solution for that problem. If it actually happens, it's essentially too late. The only solutions to prevent from happening are to make sure that most people are on the side of democracy,. and to really educate them and convince them that they should be. That's a non trivial task, which maybe we take for granted a little bit.
