The Unconstitutionality of the Voting Rights Act in Shelby County, Alabama

Shelby County, Alabama, named after revolutionary war hero and governor of Kentucky way back in the late 1700s. Shelby County filed for a declaratory judgment by the court that these parts of the Voting Rights Act exceed Congress's authority. The arguments here are simple: Things have changed enough since the statute was passed that the formula that is used to determine which jurisdictions get this extra level of federal scrutiny no longer should apply.
