The History of the True Threats Jurisprudence

The true threats jurisprudence began in 1969 with the Watts case which involved a Vietnam protester convicted of threatening President Johnson. That was reaffirmed in Virginia versus black cross burning case where the court held that you couldn't ban cross burning without evidence of an intent to threaten. Since Watts and Virginia and black, are there any states that allow threats to be criminalized without evidence of specific intent? Well, thanks Jeff.
