The Biden administration has come up with two ways to try to discourage people from coming to the U.S.-Mexico border. The first is legal pathways for people to avoid making their journey altogether. And the second is actually making it harder for them to get in if they come to the border.
For the past three years, the United States has relied on Title 42, a pandemic restriction that has allowed the swift expulsion of many migrants at the southern border. But by the end of the week, that rule will expire.
