Is Addiction a Choice That People Make?

The legal system and the society as a whole is that addiction is a choice that people make. That makes you able to kind of almost justify these deaths in a certain way. The other view is expressed by your Surgeon General who says that it's a brain disease which originates largely in genetics. Which is more humane at least that doesn't blame people and allows for treatment. So it's a step forward but it also misses the point.
