I think there's definitely been a lot of frustration in the way that you described but Europeans like to think of themselves as climate leaders. The sad story of the last decade has been of Europeans facing up to the limits of their ability to lead anyone on anything. Showing up is already an important first step I mean if you look at the summit that have been hosted on European soil so there was a big adaptation summit a couple of years ago and then the Paris summit African heads of state massively outnumbered European heads of state on their incontinence, he says.
