The MTA for Rapid Fielding
The F 15 EX is an example of an MTA for rapid fielding, not prototyping. It's one of about the 25 programs in the entire Pentagon that is a rapid fielding using MTA authorities. This is a $9 billion program to buy maybe 144 F 15 EXes. That's the actual stated requirement to partially replace 232 F 15 C's and D's.
